The Sacramento Metropolitan Fire District Command Manual provides expectations for the command of all emergency incidents. The members of Metro Fire are responsible for managing risk, that drives the priorities and strategies of incidents, and appropriate action being taken. Often, our actions are time sensitive and, on the front end, we have limited information. The member in charge of this process is called Command and is responsible for implementing the Command Philosophy Functions. To support all of our members, the Command Manual provides guidance on incident management, strategic considerations, risk assessment and mitigation, complexity recognition, situational awareness, and communications. It provides a collection of best practices that have evolved from experiences throughout the fire service and lessons learned at Metro Fire.Central to the Command Doctrine of Metro Fire, the concepts and expectations of the Command Philosophy are presented and explained in this manual. The manual explains our Doctrine so that a consistent process for decision making and Command can be applied to all situations we respond to. The manual explains Metro Fire’s process that put decisions into action, and allows for continuous reevaluation in constantly changing conditions. The concept of Incident Alignment and how the Command Philosophy process achieves this is explained. The Command Manual will be utilized for training, as a reference for the command of incidents, and to establish our Command doctrine. Ultimately, we strive to implement the information in this manual to provide for safe, effective, and efficient operations throughout Metro Fire, resulting in the highest levels of service delivery to those we serve.
